Other times your writing seems to be saying that (2) IN GENERAL this seems to be the result of such actions and that the burden of proof falls now on the side of those who advocate and pressure governments. They now have the obligation to establish that their actions will not increase suffering. I have no problem with (1). I do have problems with the way (1) tends to slide into (2). “Pressure” and “aid” and “raising awareness” take many different forms and are quite different in different instances. They have many different kinds of consequences. I highly admire detailed reportage that raises questions about oversimplifications and presumptions. However, I have reservations about it when it seems to suggest similar simplifications with the reverse presumptions.
